It hasn’t started leaking yet but I want to get ahead of the problem. I’m thinking a layer or two of aquaseal to really get into the neoprene and then a tenacious tape patch on top. Thoughts?

Aquaseal dries hard and I don’t think I’d want to walk on it all day.
I would try tenacious tape or a round neoprene patch first. A patch inside and outside.

I’d use the aquaseal and glue a square of sturdy synthetic fabric to it. Avoid something too thick or else it’ll be uncomfortable.
If you dont have anything handy, Gear Aid also makes a neoprene patch kit that is stated to work for socks as well.
