You can get a 2″ receiver that mounts to a golf cart. Mine easily towed my trailer around filled with people, so a kayak should be a breeze

Easy! Just tie a rope in those upper bars. Make a loop knot in the center and pass the kayak handle through it to prevent the contact with the floor and side bars. I tow with my atv all the time with just a rope.
