This looks like a copy of Abu Ambassadeur. Most likely, a centrifugal brake (or possibly a magnetic brake) mechanism is hidden inside the palming cup.
To disable the brake, remove the blocks from the brake unit on the spool side. If it’s a magnetic brake, remove the magnets.
If you’re referring to a spool lock mechanism like the ones found on jigging reels, I can say with confidence that baitcasting reels are not equipped with such a feature.
