I was thinking about getting ocean shore fishing, since I live by the beach. I don't really have any gear except for an old rod and reel that was passed down to me. I'm guessing the rod might be okay, but no idea on the reel. Any thoughts?

I think the rod and reel were made by JC Penny and I assume they came together.
That’s an old Mitchell reel. Take it to someone who services reels. It’s very likely that cleaning, lubricating, and new drag washers are all it needs. And new line
The rod I don’t know anything about. The specs look like it’s a surf fishing rod
