Looks very generic. There’s 100’s like this from various brands.

Probably not a big name brand. Someone who had a talent and made them on the side , most likely sold to your local tackle shop. Thats what all my spinners are, local hobbyist

This looks like a very modern spinner to me
I have that one. It’s made by Bluegill.
Maybe very old but still very usable
Don’t worry you will get it caught in a tree soon
