Baby salmon maybe? Mouth looks too large proportionally to be trout. Assuming freshwater. I think salmon due to mouth size and rosy scales

The Northern Pikeminnow (Ptychocheilus oregonensis)
According to google images. That’s what I thought when I first saw the pic, and google seems to agree. I lived in NW WA state for awhile and they are very common where I fished. They get pretty big, a few pounds, and fight hard if you hook a big one.
