What am I doing wrong?

These are the lures I mainly use.
Can hardly ever catch anything, I blank all the time on UK rivers and canals.
I use a 5-25g spin rod, 3000 size reel.
24lb braid, 20lb fluoro leader with a swivel.
Struggle with deciphering between bites and weeds etc.

Please help
