It’s a reservoir, the place I’m standing at is like where it pools and then drops off over a cliff/edge. I’ve come here 3 times, big fish and little fish constantly breaking water, but they are not biting. Their breaking water on birds, bugs, but not my bait 🙁

A worm or cutbait
I’d throw spinners or spoons for the trout
Bobber and a worm are usually how I start. If you’re seeing carp on the top, you can use bread smashed on the hook.
