I get that It is some sort of a clip on spinner. But I’m not sure how to use. How to attach. What to attach too. Do I attach to a weighted jig head and then tie on to it? I tried that and it just didn’t seem right.

Those look like beetle spin style spinners. Put on a small jig head maybe 1/8 ounce. They catch about anything from bluegill to bass. I even caught a steelhead on them once.
Edit: you tie them on where the metal wire loops into a circle.

Honestly, other spinner bait should have a circle. I always get annoyed when I cast it and the line goes up or down out of the usual bend or notch.
