Their mouth might be too small to inhale it. These pictured spinners pickup small mouth bass and things I catch a lot skimming the shore lines with similar.
Smaller than this you will fall into either grub style jigs OR if you want to cast and retrieve small spoons. your thumb? nail to 1st knuckle a bit smaller than the total length of these pictured spinners. I pickup panfish on those, perch bluegill etc. as the mouth is small enough to take the tiny spoon.

Didn’t know they call them “mini” spoons officially, something like this. They are about 1/4″ to 1/2″ smaller than your pictured spinners and juuuuust small enough for “larger” panfish to pickup.
