Just add a hook behind it? Some kind of plastic or live bait maybe?
Cast and retrieve type thing or more of a troller?

Never seen this rig before ? I’m guessing mainline through the bottom eye of the swivel, wrap it around the corkscrew part at the end , tie on hook and set the hook in your bait ! The spinner blade gives the attraction and the bait hooks the fish !!

It’s an old school spinner. Pull up the spring, put a hook on the loop, the spring retains the loop. You can tie tail material around the spring, like chicken feathers or animal hair.
