I have a size 60 left hand retrieve KastKing Rover I just bought. I'm trying to understand what the dial on the right side means. I've used a number of low profile baitcasters but don't know a lot about round reels. I've watched videos and gone to the website, the reel did not come with any instructions.

From what I gather I believe this does not have a centrifugal or a magnetic spool brake, the left side spool adjuster is used to center the spool within the body of the reel, and the right side is then used to set tension on the spool. What I don't know is what the numbered dial does. It has a little tab on it that's in the 6:00 position in this picture, and the little sheet metal dial will spin freely.

Is there a reason why this will spin, or is it just free to move because it's a cheap reel and it's there to show where the tension for the right side spool break is adjusted to?
