Any way I could fix up this reel I found?

I live close to a lake that’s currently drying up. Today I was wandering down there and found this little thing. The drag star, tension knob, and break wheel work pretty well. But the handle takes some force to turn the spool and makes a clicking/ scraping sound when it foes. Could I fix this and use it? Thanks
