I am finding a decent number of bass I catch out of a small pond have these white bumps on their fins. Besides that, they seem healthy and strong. Any ideas on what it is?

Nothing that would keep me from eating it.
As a large aquarium owner of aggressive fish, this looks like scarring/damage from fighting

Hard to tell for sure from the pics but it looks like marks or scaring from parasites called yellow grubs. Bass are hosts for yellow grubs parasites through a phase of their life cycle. Pretty common to see bass with the parasites in the summer heat then have markings like these where the parasites were after the yellow grubs move on.
Could also be another type of little parasite. Bass and fish in general are hosts to many different parasites.
