Maybe. Depends on how he fishes. I’d recommend checking out the Penn Battle combos. They’re on sale right now and the reel is a little stouter. The trouble with Penn Combos is that they tend to put reels that are a little too big on the rods. You’ll get a 9’ 1-3oz rod with a 6000 reel. It will work, but it really should be a 4500 reel. I usually recommend a gift card to a local tackle shop. Fishing gear is very subjective and personal.

I have this exact same combo that I use on the beach and piers all the time. Caught multiple nice sharks on it, it can handle some powerful fish and cast pretty far!
