I think people add them on the front of jigging spoons

Probably multiple applications but you could use that as a trailing hook on jerkbait with a treble on the belly

I’ve seen people use similar things after pieces of cut bait on their leaders when catfishing. He calls it a stinger fly. Sorta acts like a double hook rig and adds some action to the overall presentation, if my understanding is correct.
