I'm building a small to-go tackle box for when I don't want to drag my big tackle box around. I'm looking at the Opinel No. 15 but am open to alternative suggestions.
Primary purpose will be to cut bait, but there's a decent chance it will need to filet fish from time to time. Fish will range in size from small snapper up to slot redfish.

Check out the toadfish folding one.
Spyderco Catcherman, $100 and stainless steel. That opinel you are eyeing would be my second choice though.
I was going to suggest a folder but it looks like you found one. There are a few folders on the market.
if it’s mostly for chopping at bait, maybe just get a bait knife and they’re cheaper. I have one made by dexter russell. It’s a great knife. The blade is maybe 3″ and partially serrated. Any knife you use for hacking at bait will be a little dull for filleting fish anyways unless you also carry some sort of sharpener. 🙂
