Betta Fish: Bubble Nests

Hi guys I love seeing everyone's helpful advice and fishies here. I havent been the best betta owner lately and I was feeling really bad about it. However, I just went to makeup for making my betta "suffer" and he has built the biggest bubble tower.

My discussion question here though… I have not been the best betta owner. I have not been on top of the water quality lately. I mean he's fed and heated and has the things. Life has just been rough and yeah… not an excuse. I'm working on it. But anyways, I went to get on top of the water issues. The filter hasnt been running because I didnt add water and I know thats bad. But now there's this huge bubble nest. He's made little ones and let them go but never anything like this. So is he happier now? What is this? I have always heard they work hard on bubble nests when they are healthy, happy, thriving etc.
