

he says he wants to give it to me since I love fish and will absolutely give them the best care. he says it won't eat. I can't really tell from this if it has fin rot or not. i know I'm gonna give it a minimum of 5 gallons, i don't need a heater since I live in a tropical country and temp is always stable at 26-28 degrees, I'll give it a sponge filter also. anything I'm missing?

Air temp being high doesn’t mean that water temp will be, water is always several degrees cooler than the air. Get at thermostat for his new tank and check what the water temp actually is. It is possible that you will not need a heater, but you wont know that until you check.
As for any health issues, its hard to say from the pictures. If he does have something like fin rot though then a good cure is clean water and stable parameters. Which is impossible in that jar. So once you get him in his new tank and give him some time to settle, that should clear up any minor issues.
I would also suggest going for a 10 gallon over a 5, if at all possible. The tank wont take up much more room in your house, but will give both of you so much more room to work with. A 10 is also a lot easier to manage in terms of parameters than a 5, and given you are going to have to do a fish-in cycle, that is worth keeping in mind.

Anything you give this fish is better then what it currently is being tortured in, maybe add a pinch of aquarium salt, water from an already established tank, hardscape from an already established tank, and some Indian almond leaf.
You can get 5-10 gals for hella cheap on Facebook market, (usually under 20 bucks) but when you do get him, immediately start treating him with some medication just to be sure, like aquarium salts in medacure in a hospital tank, and place some hides and a bed in there. Do treatment for a week or so, and do a little bit of fasting. Then maybe give him some brine shrimp? Then, move him into the 5-10 gal. To boost plant growth so you can trim in replant them, I’d recommend a liquid iorn rich fertilizer. And yeah, definitely get a spunge filter or a air stone at least. Hope this helps
