I was wondering what would be a cheap ultralight combo that I could work for bass and panfish that I could bring anywhere. I live in Texas, so I will mostly be using mini chatterbaits, inline spinners, etc.

Daiwa arid X, Daiwa Laguna LT.
Swap the reel for a Daiwa BG and you can use it in saltwater pretty safely.

I don’t know about reels, but in rods I recommend the okuma celilo, it has a moderate action and a good bend, so it’s great for trout. It has trouble with bass since they like snags.

Personally I think daiwa dominates the budget reel market. The more pricey shimanos are really nice, but my cheap $30-100 daiwas have never failed me.

For budget ultralight reels Daiwa’s LT lineup is hard to beat. Revros, Regal, Legalis… just find the one in your budget.
For ultralight bass fishing you want a fast action. There are several options… Shakespeare Micro ($20), Shimano Sensilite ($50), 13 Fishing Defy Silver ($60).
I would NOT go with an Okuma Celilo or Ugly Stik GX2. The Celilo is a great rod but has a moderate action which makes it good for trout and panfish but not bass. The Ugly Stik GX2 also has a moderate action and lacks sensitivity. Not a good option for UL bass.
