
Trying to fish a new reservoir with a overhead roadway bridge, with clear water what no wind. I'm seeing all these little blowups happening on both side of this bridge. I'm seeing all this I'm assuming are shads schooling all over. I dont see any big blowups at all that would indicate bigger fish eating like panfish or bass.
Other than finding the colors plastic shads I can to throw, what other information can get from this situation?

Where there are bait balls, there are bigger fish to be found. My guess is that they are lurking around whatever place is near there with some deep water access. You are definitely doing it right, these are the things you should be looking for!
Try fishing at different times of the day. Particularly first and last light, and even at night. Some days you may find the predatory fish during the day but not always.
You’re in the right spot. I would bet money there’s at least some crappie there and probably bass also. I’d get a slip cork and some minnows and throw by those pillars. Start 2-3 feet down and then go down as necessary. If you aren’t gonna use live bait then get some crappie jigs and some brass jigs or plastics and go at it
