I recently ordered plants online through a seemingly decent company. while unpacking my plants, i noticed a few of these swimming around the bucket. what are they? are they harmful to shrimp? i’m quite frankly terrified

These are scuds.. please make sure they dont get into your tank.. these are like pests which will overpopulate your tank !
And possibly outcompete your shrimps…
As its early, if by chance any got into your tank, observe and remove ! Before they breed

No reason to be terrified. They are just a little freshwater shrimp basically. In a tank with fish they probably would just be fish food. I would be happy with a healthy population of them personally, but I’ve never had just a dedicated shrimp tank with them also present.

Amphipod/scud! I love these guys. They’ll outcompete shrimp, like someone else said, but if you have any other tanks, they’re really helpful. More voracious of a CUC than neos can be, and more tolerant of water conditions. I keep them in all my high acidity tanks for their hardiness, and to be live food!
