Do you have any more pictures that are also side view, also if you can say where you bought him from it could influence it

Looks like a delta tail but a proper side profile with him flaring can confirm.
As for color change- yes, he has the marble gene. The translucent and pale pink/white are easily dominated by blue in time. How much will turn blue can vary from fish to fish. Some will turn full blue, some not.
