I have a 5 gallon heavily planted tank with very stable parameters. I do water changes like once a month using tap water with water conditioner. My parameters are all good, except the PH seems a bit high. Ive heard conflicting opinions on whether or not to change the waters PH as it can throw a lot off and it may be better to leave it? Please help im at a loss

For further information, this tank is very established and almost a year old. All was good until about a month ago when all my java ferns, frogbit, and some Anubis leaves started to die. Along with the fit rot as well.
What percentage of your water are you replacing when you do a water change?
Old tank syndrome?
I would suggest overall to start doing larger water changes every week
For my small betta tank, I do a 50% water change every Sunday without fail. The plants are almost out of control and I still have some nitrates. I think with your small and non frequent changes, the plants use up all available nutrients and the trace minerals are also not being replaced enough through water changes. I’d also add APT ferts once a week, around 2ml.

I can’t speak to the fish problem, but do you ever fertilize your plants? Either liquid or root tabs?
test the phosphate.
