I’ve never seen someone use a flour tortilla for their substrate. Good on you – it seems to be working well
No in all seriousness, my experience is limited, but those are likely diatoms of some sort

Using reversed osmosis/deionized water can help remove the excess nutrients they need to grow and reduce the time the light is on during the day to 6-8 hours.
Also, if this is a new tank, it’s part of the natural cycle and they (diatoms) will disappear after the diatoms eat all the silicates in the water.

Replace freshwater with saltwater, let the cycle reestablish, add conch.
In all seriousness, diatoms usually get under control in a few months. It’s part of the early tank uglies while everything establishes.
