It reached 482°F. I had it in a bucket with a few inches of water, and it was starting to bubble around the heater after the heater was plugged in for a minute. We (a friend and I) checked the temperature in the water (second picture) and out (first).

You can sort of see how the water moved as it heated in the second picture.

I now have a different heater in that tank, which will likely be replaced with a larger one soon. Thanks for all the suggestions for how to prevent bad things from happening with broken heaters in the future!
