Fish is not doing so well my partner is in denial. He says he likes to “sleep there” and I know bettas dont sleep like that. Maybe cause i’m a girl he is not listening to me so I said let me ask reddit he said go ahead, so can I please get validation here so he can come to terms with this. Thank you

Yes, the betta looks like it has some sort of issue causing it to be fatigued. Is his tank 5 gallons or larger? Is it a proper temperature? Has the tank been fully cycled? How’s the ammonia, nitrite, etc?
For now, do not feed him peas at all. If his tank and parameters are stable and you cannot find any issues, treat with a medication trio and salt baths. https://www.aquariumcoop.com/blogs/faqs/how-to-use-quarantine-med-trio
Give some more photos and videos please. That obviously isn’t a normal sleeping position but some bettas can just be weird like that. How long does it sleep there?
Betta don’t usually lie on their sides like this. But, it could be a quirk. If the fish is swimming strangely, then I’d say it’s actually a swim bladder issue.
Dump him. Keep the fish.
Dump the boyfriend save the fish. This is my professional opinion, I’ve sold fish for 15 years and owned fish for 20 the betta isn’t okay. Your boyfriend sucks.
Idk why anyone is trying to give OP advice. We have 0 info.
What’s the water parameters? Ammonia? Nitrate/Nitrite? pH? Tank size? Temperature? How old is the tank?
The only thing anyone can confidently say is that filter is a strong current for a betta and I’d turn it down. Maybe under the filer has no flow so that is where the betta rests.
And if your boyfriend knows the parameters and they’re fine, then yeah. The fish could just be like that
