Maybe try moving it down in the water more, possibly nestled in with some taller plants that almost reach the surface or even putting it under your floaters. My bettas really like my anubias, and they will rest between the leaves, like a little hideout.

Keep feeding him above it and he’ll figure it out, also move it down just the slightest bit! My boy figured out he could rest on a leaf when his food kept landing on it. (I woke him up in this photo 🥲)
My guy is very active as well. He pretty much will only rest in either dark or completely shadowed areas. Yours may be the same.

I think the leaf is too close to the surface like too close to get on and to be comfortable I also had one but mine never used it but I got a floating hammock and he uses it regularly
