Two of my hillstream loaches chase each other around the tank every evening. Is this normal courtship behavior, or is it more likely two males having a dominance dispute?

Two males battling for dominance! They’ll be fine, they do this quite a lot.
Also intrigued by how your aquarium looks like a marine tank??
