Occasionally. A carnivore excessively eating a plant based food can lead to digestion issues but generally it’s okay.
Maybe skip a meal when you throw in a wafer so he doesn’t overeat as it way worsen potential digestion struggles.

Take a look at the ingredients; it’s probably not really plant-based food but actually normal fish food pressed into a tablet.
The bigger problem than the food itself would be if he overeats.
