Hey, i got this fish at a dollar store, i wanted to know if it is a Betta fish, i'm buying a 3.5 gallon tank and i Buy this food at the dollar store what else do i need?? And he/she seems fine??

Fish is the last step in the aquarium set up. You need to cycle the tank first. Now that you have bought one already. Please monitor the water for spikes. The fish looks fine in the picture
