Can anyone tell me what the white stuff that’s growing appears to be? And what is the best means of removing it without emptying my entire tank if I don’t have to. I’m fairly new to aquariums. I started with 11 0.29 cent goldfish. I recently had a filter issue and lost 8 of the 11 fish at once. The tank is cleaned, the filter fixed, and then a few days after cleaning this popped up and for the last 2 days has doubled in size

It’s a slime mold. Your bigger problem is 11 gold fish. Gold fish get massive, I suspect that tank is not anywhere near the at least 200 gallons you would need for 11 gold fish.
8 fish died because you put 11 pond fish in a little tank.
