Could be a couple of things – do you happen to have a betta or a gourami in this tank?

Those look similar to the bubbles that my betta makes when he makes his bubble nests.

Are we sure the bubbles are the plants producing oxygen? Some of my plants produce these bubbles when my c02 and lighting conditions are just right. I.e photosynthesis
