Looks like epi to me. Raised bumps of different sizes is a huge clue to epi and not ich. Ich is usually small uniform dots flat along the body. I can see the white dots are raised so my bet is epi

The only way to know for sure is by looking at it under a microscope. All other visible differences are mostly just guesses based on internet rumors.
In either case, treat with something like Ich X(malachite green + formalin) if in your display or copper if you have a hospital and a method for testing the amount of copper in the water. If you go with the latter, you will need to run the tank fallow for at least 6(likely more) weeks to ensure any remaining parasites die off due to lack of a host.
