Betta Fish: I’m looking to purchase this second hand 10 gal tank. Can you please confirm if this is a good move for a beginner?

hey there, I have been offered this set up for $100, plants, heater, light and pump included. I have included a picture of the pump and heater, thoughts on if it's appropriate for a betta fish. the tank is running, apparently the seller suggested we will transfer water to a clean lidded bucket for transport and leave the filter in the water to save bacteria, I'm waiting to hear more details about how to transport the plants. curious from you all if it's a good decision and if there's anything more I should do or ask before purchase. thankyou
