Looks like he is set up for trolling. Look up spider rig fishing.

I’ve seen Crappie guides with setups like this. Never for bass, though. Lot of money floating right there.

I bring 6-10 rods with me every time I take my boat out. I also always have 2 leadcore trolling rods stored in my boat for when I want to relax from bass fishing and just cruise around.
