Im new to fishkeeping and he is my first ever fish. What is he doing? hes active and all but he really likes doing this… laying on his side.. on the rock i got him that’s supposed to be his room but hes not going inside lol

subtly telling you to invest in a betta leaf or some other kind of resting space near the water surface for him
Given there’s lots of plants with large leaves at the surface and even breaching it, I dont think this has anything to do with needing a plastic leaf to offer a resting place.
Can you tell us more about him and his behaviour? Ah, and was the tank cycled? What are the water parameters?
He is so dramatic, please tell him I love him
Also, this is normal, mine likes his rocks best too 🙂
