I saw a school of common carp in my usual fishing area today. It’s a cove right next to a super busy road. The water is shallow for 15-25 feet and you can see everything that comes to shore.

I tossed out a hair-rig, with all that European crap set up, and freelining another rod with various baits. I tried worms, corn, bread balls, and dough.

I can see them moving around the area still but they aren’t taking my baits…. What’s the best strategy here?

    That waters not shallow and you’ll probably lose a rod before you land a fish with that set up. Maybe get a better understanding of presentation and have a poke around to find some shallower areas

    I don’t know what line you are using but it could be that they can see your line. Try using 10-15 pound fluorocarbon leader with a size 6-8 black hook completely inside a single corn kernel. Tossing out a hand full of corn around your bait can also help
