I really need some help with identifying this problem. I am out of town right now and my roommate just sent me this picture. My tank was fine when I left three days ago and now it looks like this. For context my filter did stop working for at least a whole day right before this. It got clogged but I fixed it and tested the water and everything appeared to be fine. What is this and why is it happening? Is it an algae bloom? My roommate did say it looked a little hair like. Is my fish in danger? How do I fix this?

bacteria bloom which is completely safe, just apart of cycling process. Can happen after water changes or rearranging the tank
