what consitutes surf fishing? What differentiats surf fishing vs salt water fishing? is it the tide? Waves? or something else? Would both of these pictures be surf fishing despite one having waves and being an ocean beach and one being in a bay and having no waves?

Surf : noun
the mass or line of foam formed by waves breaking on a seashore.
Surf fishing is when you fish where the ocean meets land.
Generally I would say you could use surf rods in both places similarly
But the bay is likely termed inshore/back bay fishing vs surf fishing
Generally smaller fish will be in the bay so you can use long but lighter rods vs surf
Most notably you’d only need a maybe .5-1 oz sinker in the bay vs 3 – 4 oz in the surf
In my opinion, surf fishing means fishing from the surf (shoreline). Saltwater fishing can include fishing from boats, kayaks, piers, and the shoreline.
