Maybe maybe not depends on what’s happening looks to me like a elk hair caddis so if there’s caddis hatching then yeah probably but caddis atleast where I am aren’t hatching till mid march

Depends quite a bit on where you are. In New England, probably not. Also your tippet looks too thick, again depends on where you are.
I’d suggest small midges. Zebra midges and other Chironomids
