My tank is 3ft x 12.5” x 18”
It will have cross tank acrylic eurobraces on front and back of tank top
-will this small side chip from the bottom plastic rim compromise the tank?
-and if so could I silicone this wood across the bottom frame to reinforce it?

I would almost do as you were thinking. silicone that peice you got there tightly to that part that’s broken. Double up where the black plastic is broken with silcone, and Im sure if done correctly, it’d hold up just fine.
Remove the rest of the broken plastic bottom frame and replace with a wood one that has been sealed.
