I thought it might be mosquito larvae. But they stay in the sand and don't go to the surface for air.

Look a lot like mosquito larvae you’re right that mosquito larvae wouldn’t be in the sand like that. Probably larvae of a similar species though. That screams diptera. Some type of fly, wouldn’t know what
