I know trolling reels such as Penns and similar reels are highly customizable with different end plates and reel bodies, and pretty much every part available. No markings of any kind on the outside except for the S. There seems to be a lot of tool marks on the surfaces. Maybe someone fabricated the body and endplates?

Looks like a salt water reel specifically to me. But I have never salt water fished so what the hell do I know. I live by lake Michigan.

Could be a custom one off. Not uncommon to that sort of thing with fly reels.
