Does anybody know what this lure is for or how to use it?

Everything all at once. It’s a spoon with a spy bait prop and a single bead head nymph fly. What a thing!

I’ve never seen that exact lure, but it looks like a variant of casting spoon. They’re usually used to cast and retrieve over a long area. Vary your retrieve, adding short bursts of acceleration or short pauses to encourage strikes. The bucktail on the hook will probably work well with a slow roll style retrieve

I’ve never seen one of those but I want one! 😂 I imagine it fishes just like a regular spoon.

Jerk it, reel it, let it sink a moment, and then reel some more. You’ll probably catch something on it.
