Not sure but it looks like a pickled creek chub aka the notorious “pickled chub”

Some are normal, which is why that species is also called “horned dace” and similar names, but I’ve never seen as many as in the first picture. Doesn’t match any disease or parasite I’m aware of either though.

Yes, they’re called tubercles and males develop them when they are spawning.
