The Maine Department of Inland Fisheries and Wildlife is surprisingly helpful compared to other places I've lived. They have some pretty productive fisheries, a substantial stocking program, and a lot of resources for people new to the outdoors. Apparently, they now have an app. It covers a lot of outdoor activities, but apparently you can purchase and store licenses, look up places to hunt and fish, check current stocking reports, and get local and special fishing regulations. This feels great for beginners because I still have questions and I'd consider myself experienced. A lot of Maine waters have special restrictions or rules and it's always helpful to know those as well as what species are observed there and absolutely stocking reports. It's called ME Outdoors and can be found in the Play store or the Apple store. I'll try to provide links below.
