Looks like an attachment point for an accessory like a retractable tool lanyard.

Good question lol. I’ve had mine for 4ish years and I’ve used the one on the left to loop a split ring through for attaching my phone tether. Haven’t had much else using the rest

Hah, didn’t know that was a “rod holder”. I strap just the lamp part of a headlamp there as part of my running lights in the dark.
I use those “attachment points” to hang lures from occasionally (non treble) when they’re too wet to put back and I’m being lazy. It’s not a good idea, really.
I do have a line cutter on a spool attached to one of them.

I have a whistle on a retractor on one, hemostats on a retractor on another…… they’re just places to attach the stuff you don’t want to drop overboard
