The other comments are right so far. Just out of curiosity why or who suggested a bullet weight on this?

IF I was using a lure, I would give it about maybe 4 hours max, and that is cutting it. Usually I only have a patience of 30 minutes, then I go to something that looks similar to what’s swimming in the water. And if I still not catching nothin’ I would choose a different spot.
Are you fishing at a pier ? Try live bait, maybe, or a lure with scent like Berkeley minnows.
You’re beating yourself and that ain’t good match for fishing.

It’s rigged incorrectly. You need to tie it at the middle loop. Just below the two red beads.
Little buddy remove rhat weight and tie to the little loop on the ring just in front of the little spinner wrong action it’s causing
Spinners not for salt water. Grab a 3/4 oz jig and put a gulp alive on. Should catch most fish wherever you go
