I have a VEVOR kayak transport cart. In the holes where the kayak attaches there is foam rubber that has been worn and I would like to replace. The diameter of the tube is 2.25 mm (1 inch) without the rubber, do you think it will be easy to replace it with a 2.25mm diameter foam rubber tube?

Don’t use scupper carts. Get one that supports the hull and has straps to secure it. It’s a little less convenient, but your boat will last longer. If you want to keep using that cart, get shrink tube for fishing rod handles and put that on the posts.
Don’t use a scupper cart for any kayak other than a hobie or lightning kayak.
Granted I don’t even recommend it for those kayaks at all. Only scupper cart id use if I needed to would be the one from Yakattack that has other platforms for the kayak to rest on.
Replacing the foam should be relatively easy, you may want/need to use tape to constrict it more to hold better if it’s not a perfect fit.
